The new community will have new features, a much improved user interface and will work on your mobile devices.
You will be able to access the community during the upgrade but you won’t be able to post until we’ve migrated every user to our new platform.

Just install on the new computer, and choose replace machine.
Of course if you want the data from your old computer on your new computer, once you get it installed do an in-client restore. Unless you have the old computer still, then just move it over from the old computer.
