I cannot link my PC to Mozy Sync.
When I try to link the computer I get a verification error message stating that Sync is disabled on my account and that I should login to the account pages to enable it -
I don't see an option within the account pages to enable sync.
How do I enable Sync for my account?

Sync should be automatically setup on any MozyHome account, which is what it seems you have. I would suggest uninstalling and then re-installing MozySync:

Your account shows you have Sync enabled. If you are still having trouble I recommend contacting chat support: http://support.mozy.com/articles/en_US/FAQ/How-do-I-chat-with-support

As of now I see that Mozy Sync is enabled on your account. Is Mozy Sync working now or are you still having the same problem?
