Server licenses

 I bought 4 server licenses and I cannot add them to a new group I created... the appear in my plan as purchased but they don't appear when I create a new group and attempt to add them to that group

What is the name of the User Group or User that you are trying to add the licenses to?

Based on your account, it appears that you were able to get your Server devices added to the correct User Group, is this correct?
